"It" must refer to "a rudimentary level of earthquake resistance". But following structure of this sentence, "it" refers structurally to "a building frame". Eliminate A. In C, 'it' also have ambiguous antecedent, along with semicolon. (A not wrong in tense, because it is the hypothetical subjunctive mood, not wrong in 'were').

"Which" in choice E also have modify wrong object.

Between B and D, out of explanation of guy above, D have parallelism structure S + V + O; S + V + O
