A. The bill would increase..., establish standards...access to people and to workers. Run-on sentence, there is no conjunction connecting these two ideas. It is basically saying "The bill would increase X, establish Y." you need "and"

B. establishing standards... this seems to be an adverbial phrase describing "increase..." This is correct - the establishing of standards contributes to this regulation described, so it is an appropriate modifier.

C. The jobs are not going to be "uncovered". "to establish" is incorrect.

D. "for establishing" is wordy and changes the meaning to say that they increased the regulation in order to establish but it is the other way around.

E. Wordy and incorrect meaning.
