Saying new development is redundant. Also "developement of jumbo rocket" cannot take the US into its next phase of space exploaration

It's the newly developed jumbo rocket which is expected to do so.

The comparision in option E is incorrect. You cannot compare 'heavier load' with 'space shuttle'

Hence option D is the right choice
