The answer is D but C seems correct to me....

The answer is D but C seems correct to me....

"at its 1833 founding" indicates that there could have been more
than 1 times it was founded. Eliminate A and B.

C indicates that "it was founded in 1833 for its decision" -- it
renegade for that reason not founded.

E is plainly awkward.

Best (or less worse) among the choices is D
