Warning that computers in the United States are not secure, the National Academy of Sciences has urged the nation to revamp computer security procedures, institute new emergency response teams, creating a special nongovernment organization to take charge of computer security planning.
(A) creating a special nongovernment organization to take
(B) creating a special nongovernment organization that takes
(C) creating a special nongovernment organization for taking
(D) and create a special nongovernment organization for taking
(E) and create a special nongovernment organization to take

Why E and not D

Why E and not D

Please explain
"create ... to take charge" sounds better than "create ... for taking charge"

Purpose is best indicated by "to + verb"

Since creation of a non-government organisation is the last part of the strategy suggested by the National Academy, we need to mention the word and....Hence eliminate choice A,B&C....Moreover these choices violate parallelism...Amongst D&E I would root for E

Option A which carries 'creating' as the present participle verb as option B and C are incorrect.

Option A.
analysis of each clause. 'urge, institute and create. The awkward use of 'creating' instead of 'create' makes this option incorrect.

Option B. This option suffers the same fate as option A Therefore incorrect.

option c This option as well suffers what A and B suffers and it is incorrect. ' for taking' this clause also makes the option incorrect.

Option D is quite different from the above three options and this option is similar to option E below.
But which one do we choose?
'for taking' does not follow perfect parallelism with the sentence.
Thus this option is incorrect.

Option E. This is the correct option. This option follows good parallelism and correct tenses.
'to take charge' this makes this option complete.
