The basic idea is that San Antonio is a city, so it can't have more X than "any city", because "any city" would include San Antonio, and San Antonio can't have more X than San Antonio!! Nothing can be greater than or have more of anything than itself! That's why we have to specify "other", to exclude the item's comparison to itself.

Does this make sense?
