I have read this a few times now and I looked at the OA, and really I don't see how the OA choice matches the original.

Maybe the reason you are having trouble with this question is its just not being that tightly constructed.

I don't find that the line of thinking of the OA matches that of the prompt.

So, yes, basically the OA is incorrect.
