IMO is E by POE.
A,B,C do not explain why the percentage of prostate cancer is higher in Rubaria despite of availability of excellent health care to all.
D deepens the mystery, rather than offers the explanation.
E, yes it definitely explains why.

I had to ponder,
E-still does not explain the reason why the death in Rubria is higher than in Terland. The comparison is within Rubria. We need some information in Terland to compare with Rubria.
B-the man with caner in terland can live longer than average life expectancy.
I guess the answer is B.
