1) Vincent spends 6 hours per day chopping down trees.
2) Vincent takes twice as long as Roger to chop down trees.

Statement 1 is insufficient as we do not know how many trees Vincent cuts in 6 hours. Insufficient.

Statement 2 is sufficient as we know that Roger can chop down 4 trees in an hour; thus, Vincent would take 4*2 = 8 hours to cut 4 trees. Sufficient.
