i remmeber " use something to do something" so "for" is out, we only have C left
so C is correct

I feel the answer should be A .

such as to X, that - does it really make sense?

The Ans cannot be A b'coz milk is not a food allergy as stated in A.
The tests are to identify food allergy in foods such as milk.
Hence C is the ans.

Such as is used to give example, like is used for comparison.

Such as allergy to milk ,makes perfect sense.
I'll also go with C
