Disturbed by unfair treatment such as low pay and long hours, the idea of the work visa was improvements of the immigration law by the ACLU.

(A) the idea of the work visa was improvements of the immigration law by the ACLU.
(B) the work visa was an idea for improvements of the immigration law suggested by the ACLU.
(C) the ACLU suggested the work visa as an improvement to the immigration law.
(D) the ACLU suggested that immigration laws be improved by the work visa.
(E) the work visa was suggested to be an improvement of immigration law by the ACLU.

this is a modifier prob, only two valid ones are C & D, as they correctly modify the ACLU.

D has a subtle issue, work visa can not receive action, furher the use of subjunctive looks weird, so will go with c though do not like it much

Although C looks convincing enough, I'm stumped between C and D.

Could someone please clarify / help ?

Yes therez a confusion btw C and D..bt as per GMAT always prefer to use Subjunctive whenever there is a demand/recommendation. Therefore option D seems to be the right choice here..

C looks kinda good but D is also good, in gmat, they prefer to use subjunctive...

C is better because in D, the statement tries to say that work visa is modifying something. Since work visa is document or a permit and not a group of people or an indicidual, it cannot modify anything.

Case was different if the work visa was modified by someone/something in the sentence.

Thus C.

(D) the ACLU suggested that immigration laws be improved by the work visa. -Incorrect, the idea exchange is resolved, ACLU is put in subjunctive mood to demand the improvements ...

Great question.

A, B, And E can be eliminated 'right off the bat' as it is not possible for an idea (in option choice A)or work visa (in B and E) to be disturbed by unfair treatment. Instead, it is the ACLU that was disturbed.

We are then left with C and D.

D can be eliminated due to "immigration laws be improved by the work visa"; immigration laws are not improved by the work visa itself, instead they would be improved by the introduction of the work visa. This choice would be much more compelling if the sentence read "immigration laws could be improved through the introduction of a work visa".

Final answer = C

It's not naughty to use "by the work visa" as a shorter version of "by means of the work visa" (so it is a way or a mechanism, rather than an agent of change), but choice C more explicitly spells out the relationship between the work visa and immigration law.

IMO (C) is answer as it clarifies the sense and makes the number synchronous.

D has many issues:
1) original sentence suggests THE IMMIGRATION LAW (this choice says IMMIGRATION LAWS) - it changes the original intend from a specific law to general laws

2) original sentence conveys the idea - D eliminates THE IDEA completely

3) furthermore, ACLU did not suggest THE IDEA as a subjunctive

Came down to between C and D straight away since ACLU was disturbed not the idea / work visa.

Zeroed in on C really more on the structure and setup. The explanations above though were helpful.

A B E - Modifier Error !

Between C & D -> D has a good structure but takes "the work visa" as the subject and tells that it modifies something. Awkward ! So, D is wrong !

Hence C !
