(A) the idea of the work visa was improvements of the immigration law by the ACLU.
(B) the work visa was an idea for improvements of the immigration law suggested by the ACLU.
(C) the ACLU suggested the work visa as an improvement to the immigration law.
(D) the ACLU suggested that immigration laws be improved by the work visa.
(E) the work visa was suggested to be an improvement of immigration law by the ACLU.

I marked D because somewhere I read before that suggested is followed by that.

You should have crossed C because of 'that' missing in C. If that is the case then its correct. However, on viewing the last part of sentence 'by the work visa' suggests that something is done by 'work visa', a non living thing. This sounds illogical. Thus C, over D.

Hope it helps.

Pranay

1st split: "disturbed by ..." requires "the ACLU", NOT "work visa" or "the idea of work visa", since the latter cannot be disturbed!

=> C & D remains

IMO: both are grammatically correct, but the use of "immigration laws" in place of" the immigration law" cannot be justified (why have to change?).

Hence, pick C.

Disturbed by unfair treatment such as low pay and long hours, the idea of the work visa was improvements of the immigration law by the ACLU.

First choice was D.
But the right option is C.

1) Vertical Split
a. The ACLU, The Work, The Idea
b. by the ACLU, By the work visa
A is Not answer as The Idea cannot be disturbed...(subject - verb disagreement)
B and E not applicable as the work visa cannot be subject
D is not answer as improved by work visa, work visa cannot be subject for improve

Answer is C

Isn't usage of immigration laws instead of immigration law in D also wrong?

I picked originally C as the answer.

In what case D be a preferred choice over C?

Experts please clarify.

Thanks in advance

Isn't the option D not using Subjunctive? I think the usage clearly explains the sentence.
