(E) the penitentiary was suggested to be a reform of the penal system by Quakers

Yes the OA comes down to the options C and D. Even I chose D but I also marked that the option D changes the meaning of the sentence.


Option C says that Quakers suggested that penitentiary some thing is already a reform of the penal system.

Option D says that Quakers suggested that the penal system be reformed as penitentiaries.

The whole system cannot be reformed as penitentiaries.

The option D changes the meaning of the sentence.

I fell for option D as the option D is of subjunctive mood. There should be a subjunctive used whenever suggested is present with 'that'.

But the answer is C and not D.

This is again meaning question again and it wins against the technicalities of grammar.

D says "the penal system be reformed as penitentiaries," which is essentially an agreement error between two nouns. You have a singular noun being reformed as a plural noun.

You can certainly suggest a noun.

"When he asked how he should prepare for the GMAT, I suggested a Veritas course."

With suggest that, it should be followed by a subjunctive verb:

"When he asked how he should prepare for the GMAT, I suggested that he take a Veritas course."
