Relation between Quant / Verbal scores and GMAT score

Hi,
My target school requires each section (Math and verbal) scores above 75 percentile. This means that the individual eligible scores would have been at least V36/Q48. Now, from the scores reported on this site, this combination (V36/Q48) should generate a total score above 700.
The contradictory part is that some of the ex-students of that program have total GMAT score in the range 640-660. Is it then possible for them to meet the program's 75 percentile requirement per section?

In other words, can you score below 700 while meeting or exceeding individual section scores V36/Q48?

According to my records, a Q48/V36 is not always a 700 - it's at least sometimes a 690 score. It would never be a score as low as 660, though.

A Q46/V35 combination is usually around a 660 score, and those scores now correspond to the 73rd and 74th percentiles, so perhaps they aren't absolutely strict about the 75th percentile requirement.
