can someone explain the sentence by its meaning.
I believe fight over speed limit is ineffective not that speed limit is ineffective.

The correct modifier that is required for "regarded by .." is "speed limit"

So,

{A} = We need "Speed Limit" as the modifying noun; INCORRECT
{B} = KEEP
{C} = We need "conserver", Modifier issue ; INCORRECT
{D} = Modifier issue; INCORRECT
{E} = KEEP

In B & E, E looks better. Also, "fought over" is awkward.
