Only A gives clear meaning. All other options are either wordy or not clear in expressing the meaning.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

In B and C, clustered seems to modify reason. The intended meaning is that the STORES are clustered. Eliminate B and C.

In D and E, retail stores can succeed does not convey the intended meaning. The original sentence states that retails stores OF THE SAME TYPE OFTEN succeed. Also, the relative pronoun that is missing: one reason THAT retail stores can succeed. Eliminate D and E.

The correct answer is A.
