A/B - Which seems to modify a drop in investment, but that doesn't cause people to cut consumer spending - change in meaning
D - 'that are' is unnecessary and 'lead back' is redundant.
E - that cause cutbacks - the that here seems to refer to 'a drop in investment'
C is right because with ING form the adverbial modifier modifies the entire preceding clause to give proper meaning.
IMO C.

Cause and the start , One is a verb and other is Noun. Not parallel. 1. Causes and Start Not parallel.
2. When we parallel relative clauses. I think we should repeat that relative pronoun as well even if the sentence reads starts i think i would be wrong because of the missing WHICH.
