Is B not enough?

From B cant we say that Y > 0 and X > -Y(which is wat the question asks?)

Can't the same logic be applied for stmt 1 too?

I would go with E

Stmt I

x(x+y) > 0

x> 0 or x+y > 0 or both > 0

INSUFF

Stmt II

Y(x+y) > 0

Y> 0 or x+y > 0 or both > 0

INSUFF

Stmt I and II together
x(x+y) > 0
Y(x+y) > 0

Add inequalities facing same direction

x(x+y) + Y(x+y) > 0
(x+y) (x+y) > 0

x+y can be -ve or +ve

INSUFF

E)
