I am Norwegian, and not a native speaker in English.
I have considered the book Speed Reading For Dummies, as it seems to focus on the fundamental principles of speed reading and reading comprehension.
Any thoughts?

I am also non native english speaker, and I am quite sure that Norwegian are better than us in English, however I don't think improving the seep reading will help you to master the RC because this type of passage need more a good understanding of the structure, tone and the main point than the ability to read fast.
For instance a long passage is about 400 words, and a slow reader can read 250 words per minutes, so the speed reading is clearly not an issue in the GMAT.
Furthermore the speed reading strategy is more appropriate for general reading, that's why all big gmat prep company do not consider the speed reading strategies in their books or their course.
You can still ask for confirmation or infirmation from a GMAT expert.
