RC - QUALIFY A CLAIM ?

Hi,
I am currently preparing for Reading Comprehension and was reading up the flash cards provided by BTG Online Course for the same. I did not understand what one of the flashcards meant , it reads..

QUALIFY
To qualify a claim is to weaken or soften it.

Could someone please explain what this means? An example to support the explanation would be great!
