Qn says

let me assume
S as side of square
l as one side of rectangle
w as another side of rectangle

4S = 2(l+b)
s=(l+b)/2......................(1)

given l:b = 2:3
so
l = 2x
b = 3x

l+b = 5x
from 1
s = (5x)/2

now ratio required will be
lb / s^2

= 2x * 3x / ((5x/2)^2)
solve it you will get
24 / 28
