I think it is E.

The reason being, in E, it says that people take decision rationally by putting more weght on physicians decision rather than neighbours..

That means people behave rationally here.. On other options, people behave irrationally.

run down the list of options which substantiate irrational decision making and E does not follow suit. Its the one answer choice where a person weighs the said pros and cons by going to a physician first...blah blah blah.
