Id go with E too.'earnings' agree with 'those' and a ratio is always stated as"ratio of X to Y" or "this of X to that of Y",
"has been" is the right choice.as it is a singular'ratio' and not plural 'ratios'in which case"have been"would be the right choice.

So E it is.

I think it is E because
1. has been should be used because started from past and still now
2. ratio is singular
3. ratio .. to is correct grammar usage

Ratio is a singular entity and out of these options, only (E) has "has been".

IMO E is the answer

Since given so BD ruled out
A: earnings / that is wrong
C: Have been is wrong, ratio is singular

One query:
We mentioned about women's wages and not about women is part 1 so how come their in non underline part is ok?
