We want to solve for time, which is D/R - so just knowing that both quantities are bigger won't let us solve for which time is bigger unless we know the ratios of the rates and distances. In other words, if we had a multiplier we could solve, but with addition or subtraction we're going to be able to choose numbers that could make either T1 or T2 bigger.
