raise / rise

Can someone tell me the difference between these two sentences?

It forces them to choose between the rise tuition and the reduction of the staff.
It forces them to choose between the raising of tuition and the reduction of the staff.

Indeed, I don't understand the difference between rise and raise.
Neither I understand when you can use the raise or the raising as a word.

In my understanding, it got to be 'raise' & not 'rise'.

Raising of - Reduction of ---parallelism.

Raising - noun form of raise
Reduction - noun form of reduce

A tip may be helpful to you.
In SC whenever you see AND-- only possibility either //ism or Plurality.
Now in this case, it is //ism--- Two nouns are being compared.
How??? if you THE before verb it becomes noun

What do you mean by the case: AND --> plurality
I am aware of parallelism, indeed that's not my weak point. The problem is to recognize a noun

When you say "the" before verb makes it a noun;
you talk about "the raise" or "the raising"?

When I say Plurality, I mean Sentence is testing your knowledge of S-V agreement like
A and B are, not is
A and B know, not knows as in the case of A or B knows...

It will be always with gerund, the raising tution fee.
