A - use of USE...WOULD (simple present with WOULD); Drop

B - use of IT (do not find any correct referent); IT cannot refer to USE PICTURES; drop

D - Criticism of interllectual quality (it appears criticism is about intellectual quality; but the original sentence intends to say something else); use of BEING suggests Journalists were ALREADY using Pictures (but the original sentence says IF USE...THEN..)

E - Criticism of the use of pictures suggests Journalists were ALREADY using Pictures (but the original sentence says IF USE...THEN..); DIMINISHING modifies JOURNALISTS suggests Journalists were diminishing quality of publications

C - correctly removes IF USE; directly using WOULD suggests a future time frame with respect to 1980s

IMO C
