let the least populated district have minimum population of X
left over 10 districts will have 132000-x
per district population=(132000-x)/10
now population of any district two district cannot be more than 10 % greater than the population of any other district
i.e (132000-x)/10=1.1x
solving x=11000

incase any district have minimum when all other district together has maximum..i.e all other will have same and max possible voter.
let district with minimum voter is 100x then all other district will have 110x
adding,
1200x=13200
or x=11
hence the minimum number of voter in district is 11x100=1100
what is the OA?
