in states that allow " school of choice" program, academic success is a key component of a school district's enrollment: not only is a report on students' standardized test scores published in the local newspaper, but on student dropout rates as well.

QA is C but I chose B. Is B wrong because of the semicolon use where B is a sentence fragment instead of an independent clause alone?

B is wrong because of the ......not only......but also....... idiom
