(A) low and efforts to save are intense as families plan
(B) low and their efforts to save are intense as they plan
(C) low with more intense efforts to save in planning
(D) low, while efforts to save are more intense to plan
(E) low, while their efforts to save are more intense in planning
B: vacations budgets are low and their efforts to save are intense
Here, their seems to refer to vacation budgets -- the nearest preceding plural noun -- implying that the efforts of VACATION BUDGETS are intense.
This meaning is nonsensical.
Eliminate B.

C: more intense efforts
Here, it is unclear whether more is an ADJECTIVE modifying EFFORTS (implying a greater number of intense efforts) or an adverb modifying INTENSE (implying efforts that are more intense).
Since the intended meaning is unclear, eliminate C.

D and E: efforts to save are more intense
More intense than what?
Since the intended comparison is unclear, eliminate D and E.

The correct answer is A.
