My intuitive guess is A. LAYING OF.

There's a book called, ''Laying of the Atlantic Cable'' by Cyrus Field, therefore, ''laying of private teleVision'' is the best guess. 20% chance.

If i'm correct, my book will be entitled, ''The Laying of Ladies''.

We need a noun phrase after from.........Hence the laying of......is correct.... Henc A. is correct

In B, laying television.......is a verb phrase........and is wrong.......
