Psychiatric research has shown that receiving high-quality outpatient care, rather than being confined to an institution, produces the best quality of life for people who are mentally ill. Responding to this research, Congress in 1963 passed a law that released 95% of the mentally ill patients who had been confined to institutions. In 1983, however, researchers discovered that, on average, mentally ill people in America were faring worse than ever.

OPTION B:- INCORRECT
The argument didn't differentiate between the male to female gender, it used an impersonal pronoun (people) to make its point, so to resolve the opposite ideas in the argument, separation of gender isn't a requirement.

OPTION C:- INCORRECT
If true that a number of psychiatric medication and antidepressants were discovered between 1963 and 1983 it means the condition of the mentally ill persons should be better not worse as opposed by the argument. This means that these newly found medications and antidepressants didn't work effectively and therefore can't be the best way to resolve the paradox in the passage.

OPTION D:- CORRECT
If true, the this is the only fact that best resolve the contradictions in the argument. The psychiatric research shows that high quality outpatient care provides the best quality of life for mentally ill patients, but in 1983, it was noted that these patients were faring worse than ever.
This option claims that the congress never supplied funding to provide this high quality outpatient care which means that the standard of this outpatient care was not high enough to curb the situation.

OPTION E:- INCORRECT
Well, this fact don't help to resolve the contradictions in the passage because we know that the people being talked about are mentally ill impatient.
