P(x,-7)
distance from y-axis = x
distance from x-axis = -7.
-7 = x/2
thus x = -14
or P is 14 units from y-axis.

Distance from x-axis = -7, as P is (x, -7)
Distance from y-axis = x
So, -7 = x/2 which implies x = -14
Hence, P is 14 units from y-axis.

The correct answer is E.
