The proposed welfare reform bill would limit the length of time people are eligible for benefits, motivate people receiving payments to find work before they become ineligible for assistance.

A-motivate people receiving payments to find work before they become ineligible for assistance
B-motivating people receiving payments to find work before they become ineligible for assistance
C-in order to motivate people receiving payments to find work before they became ineligible for assistance
D-for motivating people receiving payments to find work before they become ineligible for assistance
E-so that people would be motivated, before becoming ineligible for assistance, to find work

i believe for is unnecessary...

just the gerund Motivating would refer back to the Noun in the Main clause.

Also "For" distorts the meaning suggesting that the bill is proposed to motivate people.

My choice is B.

I have a query though, just on the face of it, what is wrong with E?

Just a re confirmation of basics!
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

It changes the meaning of the sentence. It implies people become motivated after becoming ineligible. The intended meaning is the Bill is having the effect.

The source of the question is Kaplan practice test.

And the option E i believe changes the meaning a bit as explained very well by faraz also it is not a clear sentence. "to find work" should come before "before becoming eligible..." for proper clarity.
