The sentence tests Comparison. So, naturally, you need to come down to last two options D and E. (in contrast to environmentalist's proposals ... the administration's proposal). Compare proposals to proposal.
The remaining sentence talks about the future (... plan would delay ...). Hence, option E is the answer.
