E 'of not naming them' means some new name is put for them
C future tense "will " will be used instead of " are"
D it also looks correct but B seems to be more appropriate..

yeah....it is simply a wish of the the officers...It represents a degree of uncertainty whether it would be taken into account by the media or not....

Auxiliary verb "Will" must not be used in subjunctive mood....?Infinitive form of the verb comes in subjunctive mood...with "To" hidden.

It is tough call b/w A and B.

I hope in real exams such confusing option doesn't pop up ....
Harsh u can say that B is too wordy ,... but it is not that much that it could be rejected...but A is also correct so go with A.
If anyone can help us out for B being wrong grammaticaly it would be of greta help..
