In weekend seminars, the celebrated dog trainer prohibited that the owners of certain breeds should not pet their dogs unless the dogs had been performing satisfactorily.

IMO B, others have agreement errors.

IMO Three issues here.

1. Idiom prohibit X from Y.
2. Wrong usage of should.
3. Using dog instead of dogs.

That leaves only one i.e. B.
