Thanks for your post. I am sorry to hear about bad news from BYU and Texas. Given that round 3 application deadlines are right around the corner (and many have passed), it might make sense for you to apply in round 1. I say this because it might be challenging to put together solid applications in such a short time (not impossible, but it will require a lot of hard work).

Your score of 620 is likely the key reason you are not successful to date. You are part of a very large applicant pool (those in IT) and a pool that tends to have high GMAT scores (700+). While this doesn't mean you won't get in anywhere, it does mean that you have to compensate for your lower score in other parts of your application. Solid essays with well chosen topics to help you stand out in the pool are key. You'll also want a proven track record of academic success to help balance out your low GMAT score.

My advice is this - if you have the time and energy put in a couple of round 3 applications to some US programs (check out Kelley and Emory). Worst case apply to some top 30 programs in the US in round 1 when the odds of success might be better (simply given that there are more spots available).
