I think E is what he answered.

I think this question plays on 2 things(human tendencies..)
When there is such highlighted text we normally look to text BEFORE that highlighted text ONLY.
In this case if we do so,there is nothing about A-D so we cross it and E looks good to us.
But thing is it is irony
and irony has been described after that
on one hand ...... and on the other hand ......

Now second trap is...
the B is slightly mentioned in the ON THE ONEHAND logic.
But contents of the B are not as per it.It is SHELL GAME or information given in B is not true(as per passage).
so, on the other hand should be the irony(even in real life this is valid)
so D which is describe as a 'in the otherhand' logic wins...(On the otherhand logic same the same thing as option D)

But i agree when we are rushing with time.We dont have time to think with this freedom which push us into trap.

The passage is primarily concerned with

(D) contrasting the approach to the writing of history taken by women with the approach taken by men
(E) criticizing certain changes that occurred in the writing of history during the second half of the nineteenth century

why option choice 'E' is wrong?

To answer such kind of things try to understand what is actually asked here if u know the meaning of irony you can directly answer such question irony means to something contradictory; such as meaning which is opposite to the literal meaning

so here although women were important for the history but they were disappeared so answer will be d as they were ignored despite their importance

d is the right answer
