There is supposed to be a comparison between the services that commercial banks offer to the services offered by institutions.

Option A - Incorrect
This sentence compares the services of commercial banks to thrift institutions.

Option B - Correct
This answer choice is the most appropriate because it compares the services of commercial banks than the services thrift institutions could offer in a concise and correct manner.

Option C - Incorrect
This also compares the services to institutions.

Option D - Incorrect
The use of 'more than could' creates an awkward and incorrect statement which doesn't give the sentence correct representation.

Option E - Incorrect
This option eliminated the word 'account' thereby making the statement seem as if it is comparing services to the institutions
