A - usage of else & otherwise leads to redundancy.hence incorrect.
C - "so as not to" unidiomatic.hence incorrect.
D "...........heavily reinforced not to .........." awkward construction.hence incorrect.
E - buildings is plural. hence usage of it is incorrect.

hence IMO B.

B - correct
C - so as..
D - change the meaning (we need may collapse)
E - it (the buildingS)
