Emerged .... Is - in the option D, deals with the Verb tense.

"Emerged" should be past tense as it has happened before the "Some epidemiologists believe" , hence it is Right
Emerged .... is - whereas mentions the condition existing now, So it is correct

Now I understand EMERGED and IS are completely indepdent events and therefore usage is correct. Thanks
