the passage certainly speaks a lot about the FSA and its forceful eviction
of farmers but it also speaks about the change that it goes through and
the farmers and the farms. The larger picture holds FSA as a part of it.

Methodology: I took it as the first question of the RC.It means I can see the question before reading RC.The question asks about the primary purpose of the passage which has to be present in every paragraph.

Consider text msg. summary of each paragraph
Para 1 : Dust Bowl Era
Para 2 : destruction by dust bowl ->eviction of farmers ->FSA ->homestead comm.
Para 3 : FSA's purpose ->failed ->help farmers to rebuy

One can clearly see that every paragraph says about the consequence or implication of forceful eviction of farmers.So, primary purpose of the passage is the ramification of forceful eviction of farmers.
