The passage has three paragraphs describing factors affected farmers during Dust Bowl.
1 describes environmental condition
2 introduces another, human, factor
3 describes human factor

Does this not go against answer D which states forced eviction?

Primary purpose questions should ecompass the essence of the passage. An answer shouldn't present a minor idea but rather something which has been said throughout the passage. I think that option D does this perfectly.
