(B) despite being
(C) even if they are

Look out the sentence, it's missing object(pronoun) after 'even if' , Therefore correct answer to include pronoun is C or D
And to put more certainty, we could eliminate 'may be', so answer would be [spoiler]'C'[/spoiler]

Good Q and =ly good answer.
B just sounded right.
But there are two errors. Always be suspicious of being in GMAT and also missing Pronoun as pointed out by bggen.

My take would be "C".

Discarding "B" as "being" is present.

I tried to rebuild the sentence like this:

For most consumers,even if they are free of damage claims and moving violations, the price of automobile insurance continues to rise annually.

"they " properly refer back to consumers & also close to it!!

IMO C
