Being able to predict the strength and the direction of an earthquake could save lives and million of property damage.
A
B The capability for predicting the strength and the direction of an earthquake would mean that lives are saved
C The ability to predict the strength and the direction of an earthquake would mean that lives are saved
D The ability of predicting the strength and the direction of an earthquake would mean that lives are saved
E The ability for predicting the strength and the direction of an earthquake could save lives

A is correct..but isn't being wrong? when is "being" ok to use?

You need "save lives and million of property damage". That leaves
us with A and E.

E is incorrect as it uses "ability for predicting". Purpose here is
best indicated by "to predict".

A seems to be correct. Being is used in its right form here.

When I first read the original sentence I felt it as awkward but comparing it with the choices (...choices are at worst  ) Ais better (or less worse)

the sentence tests parallelism in the latter part of the sentence.

ability should be followed by an infinitive.eliminate D and E

save x and y....x and y need to be parallel. only A and E follow parallelism. E is already eliminated

That leaves us with A, the right answer!
