A) when unfettered associatively by production quotas, can help
B) when unfettered by associated production quotas, perhaps helped
C) when not fettered associatively by production quotas, can help
D) if not fettered associatively by production quotas, helped
E) if not fettered by associated production quotas, can help

Usage of "if" is appropriate here. A,B,C out
And Original sentence mentions "can help", so retain the meaning. D out

B) when unfettered by associated production quotas, perhaps helped -- found ..perhaps not correct usage.POE.
C) when not fettered associatively by production quotas, can help -- fettered = restrain..hence it has to be fettered by. associatively - wrong usage of adverb. POE
D) if not fettered associatively by production quotas, helped -- wrong usage of adverb - ly. POE.
E) if not fettered by associated production quotas, can help -- correct usage of fettered by hence OA.
