with the increase in public museums, no. of visitors sometimes increase and sometimes decrease. how can i conclude that both of them are POSITIVELY co-related

Generally speaking when one goes up so does the other... You will often have outlier data points, but the correlation is still positive; the correlation is just not as strong as it could be.

i still can't understand how did you conclude "when one goes up so does the other". compare following rows. all of the following cases reveal opposite trend. i want to learn how to solve this type of question.
