d. intending on running
e. intent on running ANSWER

The correct idiom here is 'intent on verb-ing.' Thus we can get rid (A), (B), (C), and (D) and home in on the answer (E). A potential red-herring is the relative pronoun 'who.' Many think that it is necessary, and so end up eliminating (D) and (E). However, by simply getting rid of 'who + verb' we can use 'intent on running' as an adjective phrase modifying the subject 'figure.'
