I will go for "D"
We need past perfect to the sequence of past events past events, ONLY if sequence between those events is not obvious AND earlier event has some bearing on later.

In this sentence use of year clearly shows the sequence of events, hence simple past will do.

There might be some better explanation will wait for others comment.

When constructions can be used as PAST PERFECT tense by themselves.

When I came to school, the bus left.
