I think its ans. shud be B but its A.. :roll:

My answer is A .

have had and had had are generally confusing because of the fact that the original verb in your sentence is had, and "had" also happens to be the helping verb in past perfect

This is conditional sentense

If+ Past Perfect....., would+Perfect Infinitive

If the british government had had no fear of the increasing hostility of the indian populace,Gandhi's nonvoilent tactics would have availed little.
